原標(biāo)題：第三屆國際茶業(yè)年會達(dá)成宜賓共識，成立國際茶業(yè)合作組織關(guān)注小生產(chǎn)者利益上議事日程

　　北京茶世界資訊：3月20日上午，第三屆國際茶業(yè)年會經(jīng)過三天各項活動及會議，在茶業(yè)年會川茶集團(tuán)科技園分會場圓滿結(jié)束。當(dāng)天，來自31個國家地區(qū)的茶葉代表在參觀川茶集團(tuán)科技園后，參加了國際茶業(yè)共識會議，會議通過與會國茶葉行業(yè)組織代表或?qū)＜业纳倘哆_(dá)成宜賓共識。會上，各國代表重點關(guān)注占茶葉生產(chǎn)60%的生產(chǎn)群體即小生產(chǎn)者的利益與發(fā)展問題，會議強(qiáng)調(diào)國際茶葉小生產(chǎn)者聯(lián)盟應(yīng)更多地關(guān)注適宜小生產(chǎn)者發(fā)展的平臺的打造，關(guān)注產(chǎn)業(yè)升級過程中的痛點問題，通過切實的行動快速推進(jìn)茶產(chǎn)業(yè)的發(fā)展。茗邊觀察注意到連續(xù)三年每年一屆在宜賓舉辦的國際（宜賓）茶業(yè)年會以一年一屆的形式實現(xiàn)跨區(qū)域、跨組織的連接，業(yè)已成了全球茶行業(yè)信息交流的國際平臺，也成了全球茶葉主要生產(chǎn)國與消費國溝通、交流、對話、協(xié)商的世界平臺，成了全球茶行業(yè)組織的共同期待的嘉年華盛會，國際茶葉平臺價值已經(jīng)顯現(xiàn)。特別值得注意的是包括今天上午達(dá)成的宜賓共識，年會嘗試性權(quán)威發(fā)布《全球茶情報告》，東盟茶葉合作峰會籌備，國際茶情趨勢分析，國際紅茶產(chǎn)業(yè)科技創(chuàng)新研討，等等，無不顯示出宜賓國際茶業(yè)年會超越了單個國際行業(yè)組織的特殊連接與對話、協(xié)商與調(diào)定功能。年會對全球茶產(chǎn)業(yè)可持續(xù)發(fā)展作重點關(guān)注，其中對小生產(chǎn)者利益的思考已經(jīng)擺上議事日程，這不是一項慈善事業(yè)，而是注重切實行動的發(fā)展目標(biāo)。宜賓茶業(yè)年會以聚集全球茶葉主要生產(chǎn)國、主要消費國的行業(yè)負(fù)責(zé)人，以全球茶產(chǎn)業(yè)可持續(xù)發(fā)展為使命與責(zé)任，構(gòu)成了宜賓國際茶業(yè)年會為世界茶產(chǎn)業(yè)頂層設(shè)計的世界茶產(chǎn)業(yè)理事會的功效，本次會議倡議成立的國際茶業(yè)合作組織（T20+），正是本屆年會收獲的最大成果之一。

　　在第三屆國際（宜賓）茶業(yè)年會圓滿結(jié)束之際，年會發(fā)布了以中國、英國、俄羅斯、美國、加拿大、德國、法國、土耳其、馬來西亞、印尼等28個國家為發(fā)起國的宜賓共識，指向全球茶產(chǎn)業(yè)互幫互助，蓬勃發(fā)展的明天。本刊全文登發(fā)宜賓共識。

　　2019國際（宜賓）茶業(yè)年會于3月18—20日在中國四川宜賓召開。年會在中國食品土畜進(jìn)出口商會與聯(lián)合國糧農(nóng)組織政府間茶葉工作組、國際茶葉委員會及中國茶葉學(xué)會共同舉辦。來自31個國家和地區(qū)的國內(nèi)外茶葉行業(yè)組織負(fù)責(zé)人、茶葉專家、學(xué)者、知名茶葉企業(yè)、產(chǎn)茶區(qū)地方政府等390余名代表參會。此次年會，我們在宜賓共同譜寫“長江首城，茶和世界”的新篇章。通過研討，年會形成了以茶葉所具有的文化屬性和養(yǎng)生功能為基石，以文化交融為紐帶，以科技創(chuàng)新為引領(lǐng)，，共同推動全球茶葉經(jīng)濟(jì)和消費進(jìn)一步發(fā)展繁榮的局面。

　　本屆年會回顧了2018年全球茶葉生產(chǎn)、貿(mào)易與消費的情況及發(fā)展趨勢。盡管全球茶業(yè)仍面對產(chǎn)能過剩，品質(zhì)與價格不成正比，生產(chǎn)者利益得不到有效保障等諸多挑戰(zhàn)，但同時也具備了產(chǎn)品創(chuàng)新，產(chǎn)業(yè)鏈延伸，以及廣闊的待開發(fā)消費群體與新興消費市場所帶來的大好機(jī)遇。我們堅信，全球茶業(yè)的未來發(fā)展前景穩(wěn)中向好，潛力巨大。

　　我們一致認(rèn)為，科技創(chuàng)新是茶葉行業(yè)未來發(fā)展的風(fēng)向標(biāo)?？萍紕?chuàng)新是解決行業(yè)發(fā)展瓶頸，提質(zhì)增效，提高茶產(chǎn)品附加值，創(chuàng)造新的賣點和受眾群，進(jìn)而使全產(chǎn)業(yè)鏈?zhǔn)芤娴膭?chuàng)贏點。始終關(guān)注和強(qiáng)調(diào)科技創(chuàng)新的戰(zhàn)略重要性，共同為茶葉消費促進(jìn)，飲品行業(yè)市場份額遞增和新市場開拓等貢獻(xiàn)力量，共贏共進(jìn)，是全球茶人的共同責(zé)任。

　　本屆年會見證了“國際茶葉小生產(chǎn)者聯(lián)盟第一次會議”與“中國·東盟茶業(yè)合作峰會第一次籌委會議”的成功舉行。國際茶葉小生產(chǎn)者聯(lián)盟由生產(chǎn)國與消費國共同發(fā)起成立，致力于保障茶葉小生產(chǎn)者在供應(yīng)鏈中的參與度和利益。該聯(lián)盟第一屆總部將落戶中國宜賓。東盟茶業(yè)協(xié)會由東盟六國茶葉行業(yè)發(fā)起并成立，會后將尋求諸邊茶業(yè)合作，適時舉辦“中國·東盟茶業(yè)合作峰會”。事實證明，國際茶葉行業(yè)正在不斷走向資源共享、平臺互通與融合發(fā)展。

　　我們衷心感謝現(xiàn)有的國際茶葉組織很好地履行了自己的責(zé)任，并在各自的專業(yè)領(lǐng)域發(fā)揮著極為重要的作用。為團(tuán)結(jié)國際茶葉行業(yè)各個環(huán)節(jié)，著眼茶葉貿(mào)易促進(jìn)、科技發(fā)展、品牌與文化推廣、市場拓展、消費提升、國際合作與法律咨詢等工作，我們認(rèn)為，有必要發(fā)起成立國際茶業(yè)合作組織（英文名International Tea Cooperation Organization，簡稱：T20+），致力于推動富有成效的工作。

　　我們已經(jīng)在中國宜賓見證了三屆國際（宜賓）茶業(yè)年會。三年來，宜賓市人民政府為年會的付出有目共睹。我們將要發(fā)起成立國際茶業(yè)合作組織（T20+），并且，該組織將落戶宜賓，以感謝宜賓政府和人民對茶產(chǎn)業(yè)堅定不移的支持。

　　我們一致同意，成立國際茶業(yè)合作組織，并通過組織章程（詳見附件）。該組織秘書處設(shè)在中國宜賓。

　　今后，我們將比任何時刻都要團(tuán)結(jié)一心，為了國際茶葉行業(yè)這個大家庭的共同利益，更加緊密地聯(lián)合在一起，讓茶葉大家庭更加蓬勃發(fā)展，也讓茶葉這片小小的葉子為更多的人珍視和喜愛。

　　2019 Annual International Tea Conference(Yibin)is held in Yibin,Sichuan Province,China,from March 18-20.The Conference is co-organized by the China Chamber of Commerce for I&E of Foodstuffs,Native Produce and Animal By-Products(CFNA),Food and Agriculture Organization of the United Nations—Intergovernmental Group on Tea(FAO-IGG),International Tea Committee(ITC),and China Tea Science Society(CTSS).There are altogether over 390 participants,including domestic and overseas tea industry organizations’representatives,tea experts and academics,well-known tea corporations’representatives,and municipal government representatives of tea producing regions.This year,we celebrate the theme of“Tea brings the World together,at the First City on the Yangtze”.At the conference,we unite all segments of the industry,to strive for the prosperity of the world tea economy,with the cultural attribute and health functions of tea as the foundation,cultural exchange as a media,and technological innovation as a leading force.

　　In this year’s conference,we reviewed the world tea production,trade and consumption,and its trends.Although the world tea industry is still faced with multiple challenges,like excess capacity,imbalance of quality and price,insufficient guarantee of the benefits to producers,etc.,it owns opportunities brought about by new products innovation,extension of value chain,and target consumer groups and new markets.We believe that the world tea industry foresees a steady and promising future,with great potential.

　　We agree that technological innovation is a guideline for the future development of the industry.It is the key to tackling the obstacles faced in the development of the industry,and to help improve production quality and efficiency,increase added value of tea products,and create new selling points and customer groups,which will benefit the whole value chain.To emphasize the strategic significance of technological innovations,and work jointly to promote tea consumption,increase the market share of tea,explore new markets and to move forward hand in hand are the shared responsibilities of the global tea family.

　　This year’s conference witnessed the success of the first meeting of the Confederation of the International Tea Smallholders(CITS)and the First Protem Committee Meeting of the China-ASEAN Tea Industry Cooperation Summit.The CITS is co-initiated by the producing and consuming countries,and aimed at ensuring the accessibility and benefits of the tea smallholders in the supply chain.The first headquarters of CITS will be located in Yibin,China.The ASEAN Tea Organization(ATO)is initiated by the tea industries of six ASEAN countries.After the meeting,the ATO will seek opportunities for multilateral tea industrial cooperation,and organize China-ASEAN Tea Industry Cooperation Summit when ready.It is justifiable to say,the international tea industry is advancing into an interlinked and integrated platform of shared resources.

　　We would like to extend our sincere appreciation to all international organisations for having participated in this meeting.In order to unite all segments of the industry,and highlight tea trade facilitating,technological development,brand and culture promoting,market growth,and increase consumption,through international cooperation.We think it is highly important to establish an International Tea Cooperation Organisation(T20+)aimed at persuing practical outcomes.

　　We have participated in the Annual International Tea Conference(Yibin)for three consecutive years.In that time,we’ve seen the efforts made by the Yibin Municipal Government in facilitating the conference.We hence initiate the proposal of establishing the International TeaCooperation Organisation(T20+),and the organisation will be located in Yibin,to show our sincere appreciation to Yibin government and people’s coherent support to the tea industry.

　　We agree to establish the International Tea Cooperation Organisation under the Annual International Tea Conference(AITC)for the first three years.Pending the agreement of the constitution,the secretariat of the organisation will be located in Yibin,China.
