3月20日上午，第三屆國(guó)際茶業(yè)年會(huì)經(jīng)過三天各項(xiàng)活動(dòng)及會(huì)議，在茶業(yè)年會(huì)川茶集團(tuán)科技園分會(huì)場(chǎng)圓滿結(jié)束。當(dāng)天，來自31個(gè)國(guó)家地區(qū)的茶葉代表在參觀川茶集團(tuán)科技園后，參加了國(guó)際茶業(yè)共識(shí)會(huì)議，會(huì)議通過與會(huì)國(guó)茶葉行業(yè)組織代表或?qū)＜业纳倘哆_(dá)成宜賓共識(shí)。會(huì)上，各國(guó)代表重點(diǎn)關(guān)注占茶葉生產(chǎn)60%的生產(chǎn)群體即小生產(chǎn)者的利益與發(fā)展問題，會(huì)議強(qiáng)調(diào)國(guó)際茶葉小生產(chǎn)者聯(lián)盟應(yīng)更多地關(guān)注適宜小生產(chǎn)者發(fā)展的平臺(tái)的打造，關(guān)注產(chǎn)業(yè)升級(jí)過程中的痛點(diǎn)問題，通過切實(shí)的行動(dòng)快速推進(jìn)茶產(chǎn)業(yè)的發(fā)展。茗邊觀察注意到連續(xù)三年每年一屆在宜賓舉辦的國(guó)際（宜賓）茶業(yè)年會(huì)以一年一屆的形式實(shí)現(xiàn)跨區(qū)域、跨組織的連接，業(yè)已成了全球茶行業(yè)信息交流的國(guó)際平臺(tái)，也成了全球茶葉主要生產(chǎn)國(guó)與消費(fèi)國(guó)溝通、交流、對(duì)話、協(xié)商的世界平臺(tái)，成了全球茶行業(yè)組織的共同期待的嘉年華盛會(huì)，國(guó)際茶葉平臺(tái)價(jià)值已經(jīng)顯現(xiàn)。特別值得注意的是包括今天上午達(dá)成的宜賓共識(shí)，年會(huì)嘗試性權(quán)威發(fā)布《全球茶情報(bào)告》，東盟茶葉合作峰會(huì)籌備，國(guó)際茶情趨勢(shì)分析，國(guó)際紅茶產(chǎn)業(yè)科技創(chuàng)新研討，等等，無不顯示出宜賓國(guó)際茶業(yè)年會(huì)超越了單個(gè)國(guó)際行業(yè)組織的特殊連接與對(duì)話、協(xié)商與調(diào)定功能。年會(huì)對(duì)全球茶產(chǎn)業(yè)可持續(xù)發(fā)展作重點(diǎn)關(guān)注，其中對(duì)小生產(chǎn)者利益的思考已經(jīng)擺上議事日程，這不是一項(xiàng)慈善事業(yè)，而是注重切實(shí)行動(dòng)的發(fā)展目標(biāo)。宜賓茶業(yè)年會(huì)以聚集全球茶葉主要生產(chǎn)國(guó)、主要消費(fèi)國(guó)的行業(yè)負(fù)責(zé)人，以全球茶產(chǎn)業(yè)可持續(xù)發(fā)展為使命與責(zé)任，構(gòu)成了宜賓國(guó)際茶業(yè)年會(huì)為世界茶產(chǎn)業(yè)頂層設(shè)計(jì)的世界茶產(chǎn)業(yè)理事會(huì)的功效，本次會(huì)議倡議成立的國(guó)際茶業(yè)合作組織（T20+），正是本屆年會(huì)收獲的最大成果之一。

2019國(guó)際（宜賓）茶業(yè)年會(huì)于3月18—20日在中國(guó)四川宜賓召開。年會(huì)在中國(guó)食品土畜進(jìn)出口商會(huì)與聯(lián)合國(guó)糧農(nóng)組織政府間茶葉工作組、國(guó)際茶葉委員會(huì)及中國(guó)茶葉學(xué)會(huì)共同舉辦。來自31個(gè)國(guó)家和地區(qū)的國(guó)內(nèi)外茶葉行業(yè)組織負(fù)責(zé)人、茶葉專家、學(xué)者、知名茶葉企業(yè)、產(chǎn)茶區(qū)地方政府等390余名代表參會(huì)。此次年會(huì)，我們?cè)谝速e共同譜寫“長(zhǎng)江首城，茶和世界”的新篇章。通過研討，年會(huì)形成了以茶葉所具有的文化屬性和養(yǎng)生功能為基石，以文化交融為紐帶，以科技創(chuàng)新為引領(lǐng)，，共同推動(dòng)全球茶葉經(jīng)濟(jì)和消費(fèi)進(jìn)一步發(fā)展繁榮的局面。

本屆年會(huì)回顧了2018年全球茶葉生產(chǎn)、貿(mào)易與消費(fèi)的情況及發(fā)展趨勢(shì)。盡管全球茶業(yè)仍面對(duì)產(chǎn)能過剩，品質(zhì)與價(jià)格不成正比，生產(chǎn)者利益得不到有效保障等諸多挑戰(zhàn)，但同時(shí)也具備了產(chǎn)品創(chuàng)新，產(chǎn)業(yè)鏈延伸，以及廣闊的待開發(fā)消費(fèi)群體與新興消費(fèi)市場(chǎng)所帶來的大好機(jī)遇。我們堅(jiān)信，全球茶業(yè)的未來發(fā)展前景穩(wěn)中向好，潛力巨大。

本屆年會(huì)見證了“國(guó)際茶葉小生產(chǎn)者聯(lián)盟第一次會(huì)議”與“中國(guó)·東盟茶業(yè)合作峰會(huì)第一次籌委會(huì)議”的成功舉行。國(guó)際茶葉小生產(chǎn)者聯(lián)盟由生產(chǎn)國(guó)與消費(fèi)國(guó)共同發(fā)起成立，致力于保障茶葉小生產(chǎn)者在供應(yīng)鏈中的參與度和利益。該聯(lián)盟第一屆總部將落戶中國(guó)宜賓。東盟茶業(yè)協(xié)會(huì)由東盟六國(guó)茶葉行業(yè)發(fā)起并成立，會(huì)后將尋求諸邊茶業(yè)合作，適時(shí)舉辦“中國(guó)·東盟茶業(yè)合作峰會(huì)”。事實(shí)證明，國(guó)際茶葉行業(yè)正在不斷走向資源共享、平臺(tái)互通與融合發(fā)展。

2019 Annual International Tea Conference (Yibin) is held in Yibin, Sichuan Province, China, from March 18-20. The Conference is co-organized by the China Chamber of Commerce for I&E of Foodstuffs, Native Produce and Animal By-Products (CFNA), Food and Agriculture Organization of the United Nations—Intergovernmental Group on Tea (FAO-IGG), International Tea Committee (ITC), and China Tea Science Society (CTSS).There are altogether over 390 participants, including domestic and overseas tea industry organizations’ representatives, tea experts and academics, well-known tea corporations’ representatives, and municipal government representatives of tea producing regions. This year, we celebrate the theme of “Tea brings the World together, at the First City on the Yangtze”. At the conference, we unite all segments of the industry, to strive for the prosperity of the world tea economy, with the cultural attribute and health functions of tea as the foundation, cultural exchange as a media, and technological innovation as a leading force.

In this year’s conference, we reviewed the world tea production, trade and consumption, and its trends. Although the world tea industry is still faced with multiple challenges, like excess capacity, imbalance of quality and price, insufficient guarantee of the benefits to producers, etc., it owns opportunities brought about by new products innovation, extension of value chain, and target consumer groups and new markets. We believe that the world tea industry foresees a steady and promising future, with great potential.

We agree that technological innovation is a guideline for the future development of the industry. It is the key to tackling the obstacles faced in the development of the industry, and to help improve production quality and efficiency, increase added value of tea products, and create new selling points and customer groups, which will benefit the whole value chain. To emphasize the strategic significance of technological innovations, and work jointly to promote tea consumption, increase the market share of tea , explore new markets and to move forward hand in hand are the shared responsibilities of the global tea family.

This year’s conference witnessed the success of the first meeting of the Confederation of the International Tea Smallholders (CITS) and the First Protem Committee Meeting of the China-ASEAN Tea Industry Cooperation Summit. The CITS is co-initiated by the producing and consuming countries, and aimed at ensuring the accessibility and benefits of the tea smallholders in the supply chain. The first headquarters of CITS will be located in Yibin, China. The ASEAN Tea Organization (ATO) is initiated by the tea industries of six ASEAN countries. After the meeting, the ATO will seek opportunities for multilateral tea industrial cooperation, and organize China-ASEAN Tea Industry Cooperation Summit when ready. It is justifiable to say, the international tea industry is advancing into an interlinked and integrated platform of shared resources.

We would like to extend our sincere appreciation to all international organisations for having participated in this meeting. In order to unite all segments of the industry, and highlight tea trade facilitating, technological development, brand and culture promoting, market growth, and increase consumption,through international cooperation. We think it is highly important to establish an International Tea Cooperation Organisation (T20+) aimed at persuing practical outcomes.

We have participated in the Annual International Tea Conference (Yibin) for three consecutive years. In that time, we’ve seen the efforts made by the Yibin Municipal Government in facilitating the conference. We hence initiate the proposal of establishing the International TeaCooperation Organisation (T20+), and the organisation will be located in Yibin, to show our sincere appreciation to Yibin government and people’s coherent support to the tea industry.

We agree to establish the International Tea Cooperation Organisation under the Annual International Tea Conference (AITC) for the first three years . Pending the agreement of the constitution, the secretariat of the organisation will be located in Yibin, China.
